Project Title: Evaluation of the implementation and long-term impact of performance based financing of health services in Tanzania

Project Description: The Ifakara Health Institute (IHI) was contracted to conduct impact and process evaluation of the Pay for Performance (P4P) in Pwani region under the funding from The Royal Norwegian Embassy on behalf of the Ministry of Health and Social Welfare (MoHSW). The Ifakara Health Institute (IHI) was contracted to conduct impact and process evaluation of the Pay for Performance (P4P) in Pwani region under the funding from The Royal Norwegian Embassy on behalf of the Ministry of Health and Social Welfare (MoHSW). Two rounds of data collection were conducted, first one in 2012 and the second round in 2013. Later, the National Research Council (NRC) Norway awarded IHI some funds that will facilitate the conduct of a third round of data collection in the P4P Pwani initiatives in order to assess the long-term impact of this program. The funds are also being used to conduct the process and impact evaluation of the national roll-out of the Result Based Financing (RBF) programme, which started at the end of year 2015 and will end December 2019. The study implementation areas are Shinyanga region, Mwanza region, Simiyu region, Tabora region, Kagera region, Singida region, Geita region, Mara region, Kigoma region The objectives of this study are therefore, • to assess the long-term impact of the P4P programme in the Pwani region, • to examine the process of and context for implementation of the national RBF rollout, • to examine the impact of the national RBF rollout on the use of maternal and child health services together with broad use of formal care, and quality of provided services. The project has two components namely process monitoring which aims to assess providers understanding of the scheme and its acceptability to them, and systemic challenges that may prevent PBF from being implemented as intended. And the other component is Impact evaluation which is undertaken to examine whether the impact of financial incentives changes over time The project is being carried in collaboration with LSHTM and CMI (Norway)
